For Panama City short-term rentals: “A short-term rental is a property used for nightly, weekly or monthly rentals that last fewer than 181 consecutive nights.  Short-term rental properties are legally required to register with the State, the County, and the City.”  Business Services Department/panamacity.gov  For property owner’s who participate in short-term rentals there are required registrations with The Florida Department of Business and Professional Regulations (DBPR), Bay County Clerk of Court and City of Panama City.  For Panama City Beach short-term rentals: On September 28, 2023, the Panama City Beach City Council passed Ordinance 1632 concerning the registration, reporting and inspection requirements for vacation rentals operating in PCB.  pcbfl.gov (source for short-term rental)
